This was a mail-in to Kenner promotional figure that came back to you in a baggie. As you can see in the second picture the original tape has deteriorated, but the figure has always been kept in the original baggie with the weapon. So technically it is not "sealed" but it was originally sealed with a piece of tape from Kenner.
