This is a new old stock Tom Menck "Corkscrew" tool used for removing shotgun magazine tube spring retainers as easy as popping a cork. When these are gone - there will be no more as Tom has retired and is no longer in business. Some of these are blued and some are plated. All parts sold must be checked, installed, and assembled by a qualified and competent gunsmith as some components may or may not require fitting depending on the tolerances allowed by the manufacturer, vintage, and potential re-manufacturer (if an aftermarket piece).
