They were giving away for advertising. Cigar boxes are difficult to open with your hands so they invented this tool. The front wedge wound slice though the paper advertising. Some cigar boxes had a nail to keep it shut tight. The front wedge would help pry the nail up. If you wanted to pull the nail out for good, the slit in the wedge would do that. If you wanted to keep the nail the little hammer was used to seal the box. And of course the other end is a bottle opener. I have others listed also.
