As a Peace Corps Volunteer in the former Soviet Republic of Georgia from 2003 to 2006, he was a member of the Faculty of English Language and Literature at Gori State University. He has taught English, economics, and other courses in Georgia, Tanzania, and the United States. He earned a BS from Carnegie Mellon University; MBA from the Wharton School of the University of Pennsylvania; MA in English Language and Literature from the University of Minnesota; and PhD in Economics from The University of Georgia in Tbilisi. He studied at Christ Church, Oxford, and graduated with distinction from the Army Command and General Staff College and the United States Naval War College. He retired from the Army as a colonel in 1978. Dr. Raupp has been teaching for over twenty-five years. He chaired the Department of Business and Economics at Waldorf College (Now Waldorf University) in Forest City, Iowa, for seven years. During that time, he founded the Waldorf Dar es Salaam branch campus in Tanzania (now TUDARCO) and served as its Dean and Chief Academic Officer, and developed and taught economics, developing and transitional nations, statistics, and other courses. He co-founded Friends of Africa Education to expand capacity and improve access to education in Tanzania. After Peace Corps, he was Chancellor of The University of Georgia, Tbilisi, and is now its Emeritus Distinguished Professor. He teaches economics courses at Great Bay Community College, Portsmouth, New Hampshire. He is married to the former Danna Hilary Vance.
